Added scuttle settings to a bunch of Silversteel craft.

Also Orbital spawns at 1,000m instead of 400 like a proper spacecraft.

Added a wave defence mode :) You can find it under the campaign menu. 15 waves, 1 per hour. Balance may be off for now.
