-updated some exclusions

- changed ability restrictions
- moved Diving Slash from squaddie to first tier decks; still waiting to be fixed
- added Fleche ability to squaddie; OG Ronin had Fleche also as squaddieso it fits
- added 2 more abilities to each tier decks = 6 new perks(all were used in OG Ronin)
