Updated to prevent growth from being built in provinces with a T5 settlement. Use in conjunction with Experimental Features to allow the AI to dismantle growth in maxxed provinces.

Removed references to Vampire Counts barracks because they refuse to upgrade it if this mod touches it. Also, removed some redefinitions of the synergy tables (general housekeeping).
