Updated High Energy Plasma Containment to provide a +5% megastructure build speed buff

Made fusion suppressor/star eater events require the HEPC tech before giving stellar plasma and fixed a broken trigger in the fusion suppressor event relating to habitats

Deleted some commented out code, if i end up needing this one day i am going to explode

Changes from the original versions of stellar manipulation:

The stellar plasma upkeep/output when harvesting or injecting plasma into a star has been moved from the megastructure itself over to the associated situation, this has been done to circumvent the ability to get infinite stellar plasma when taking advantage of output bonus and upkeep reduction modifiers

The Stellar Plasma upkeep/output of stellar manipulation has been made equal on both sides (you would previously gain more from harvesting than you would lose from injecting)

Changed the infusion situation so it now no longer spawns inactive mass injectors when you have no stellar plasma, instead the situation is forcefully paused and cannot be unpaused until you possess more than 0 stellar plasma

The stellar plasma cost of assembling Systemcraft of both kinds has been reduced and the cost is now based on how much stellar plasma you would have recieved from completely harvesting a G class star and an O class star respectively

Reduced the alloy cost of assembling an O Class Systemcraft from 5,000,000 to 4,375,000 (2.5x the normal systemcraft)

Reduced the alloy and energy storage capacity buff given by the Systemcraft Assembler from 150 million/100 million to a flat 1.5 million, you will now be expected to be able to store majority of the cost of assembling Systemcraft without the buffs from the mega (build some kugelblitzes lol)

The tech to unlock the Stellar Manipulator has been given a new icon

Fixed several localization issues present in the original
Lots of localization has been rewritten as well as tech tooltips/descriptions being changed to more closely match the main Gigastructures mod and vanilla Stellaris

Removed the AI's ability to take the Stellar Manipulation ascension perk, as all megas associated with it were already restricted to not be buildable by the AI

Reduced requirements to take the Stellar Manipulation Ascension Perk, it can now be taken shortly after Galactic Wonders instead of Gigastructural Constructs
Extensive internal refactoring, submods of the old Stellar Manipulation mod may no longer work with this version

Change the cost/upkeep of multiple megas/stages

As well as many more internal changes not worth mentioning here
