Added street layout to downtown Rockfort, improved RFUS platforms, added Rockfort Understreet. Added more buildings to Kahuna (thank you Seaboard!) and added crossing signals to Kahuna as well.

Added functionality to the bascule bridge in Rockfort. Reworked the wye at DER. The auxiliary yard exit signals for WOL and RFY now default to CTC Allow since they are normally routed to leads/industries. Fixed a variety of bugs.
