Fixes:
Mountain bug: Excessive monasteries of light.

Capital Sites and capcircles: 11 land and 1 water start, capital sites should be back where they were originally, and thrones should be blocked from spawning in cap circles.

Connected province 177 to 168 and 146 to 160.
