-Scout plane spawning for LaR owners, for both DLC and non-DLC plane spawner
-"Medium" renames to "Modern" in the tank menu UI when selecting a late year
-Adding/removing with "Any" equipment year no longer tries to create a tank/plane design before adding/removing
-Adding planes/tanks of player country design on other countries will now skip creating a design on this other country, as it is not used.

DLC version of the tank spawner only:
-Tanks can now be spawned without the associated hull research, weapons still need to be researched
-R56 lategame modern/light tank support
-Gun tier cannot no longer be increased to invalid values on Howitzer, Rocket Launcher and Close Support Gun

Misc:
-Tokenized localization, this means translations (or translation submods) can now be created more easily

-Flame tanks can now actually be set to the support company-specific type.
