Updated to the newest version of the game.

- Fixed a bug where admirals and operatives could get the army traits lol
- Improved the historical AI, now they should not declare war on each other when historical focuses are on

Changes:
- Added additional benefits to the military tree for countries that have been freed and have no troops or generals at the beginning of the game
- Altered the industrial tree to give better benefits, or faster focuses for less benefits
- Made it slightly easier to get the 'Primacy' & End-game focuses
