Minor balance changes

Fixed a text error.

effects_description_cap_ovn_arb_inf_pit_fighters was labeled Unit capacity: %+n\\nNaphtha Throwers
changed to Unit capacity: %+n\\nPit Fighters

Fixed unit caps for the initial units in caravans. Will not fix previously recruited caravans before this update.

Added a few more garrisons to a few buildings I forgot about.

Updated most buildings to have garrisons.
Added supply points for defensive siege battles to ports.

Fixed some skills.

Adjusted the range values of jezails.

Sokitas has finished some of the descriptions of the skills!
