Critical bug fixes - keep the reports coming please!

Major balance changes:

  • All sources of Pax Britannica points (positive or negative) cut in half
  • All positive sources reduced across the board
  • Most of the passive effects removed

It was too overpowered before, please let me know if you think I've overcorrected. My intention is mostly for the random events to have most of the power here (some of them are EXTREMELY powerful!)
