Added a game rule to distribute eye color traits only

added a decision for dynasty flags that guarantee a trait is passed down in a dynasty

Made all color traits rarer overall
Children will now always inherit at least one of their parents color traits if both have a different one.
Children have a chance to get a new color trait that's a mix of their parents ( for example one red haired parent + blue haired parent can sometimes have a purple haired child)
added optional game rules to distribute hair and eye color traits randomly

Added natural colors
Tweaked some of the existing colors

tweak black hair trait to be a darker shade of black
