Decreased Spiked Ice Chunk health (28 -> 20)
- Dealing with spiked ice chunk was a bit too hard, this should mediate some of those issues

Uair vsp halved (-3 -> -1.5)
- Lessens the vertical range of uair slightly while making it a bit easier to perform dragdowns

Bair 1 BKB increased (5 -> 5.5)
Bair 1 KBS decreased (0.6 -> 0.3)
- Reduce some unintentional kills from bad DI

Hitting Nspecial now restores midair jump (for a maximum of 2 per airtime)
- Brings it closer to the logic that Clairen uses for her command grab

Dspecial Air horizontal boost increased (7 -> 8.5)
- Adds more usability to the move for movement

Added more vertical leniency for landing on ledge while using aerial Dspecial
- Sometimes it would seem like Arcuin's body was over the ledge while using dspecial to recover but would barely not make it over the ledge, this should hopefully help that

Fstrong changed to a heavy hammer swing forwards that covers more horizontal space and is slighlty faster while losing a bit of the kill power from the original move
- Fstrong was a bit underwhelming and would tend to be overshined by Ustrong on most fronts, this should hopefully give it a bit more of an identity while still retaining its purpose in his kit

Arcuin can no longer fast fall while grabbing an enemy during Nspecial
- Just a small change that doesn't have much impact apart from niche scenarios

Chain:
- Slightly increased the distance required to break chain
- Reduced the initial speed (and distance) of Fspecial chain
- Chain Break no longer waits for invincibility to end

Ice Chunk:
+ If Ice Chunk is moving faster vertically than horizontally, it's angle will now be either 90 or 270 (It can now spike)
+ Lowered the threshold for Ice Chunk to be considered "maximum velocity"
- Lowered Ice Chunk's unchained max knockback

Specials:
- Decreased hitstun multiplier of Nspecial (0.6 -> 0.4)

+ Uspecial KBS increased (0.7 -> 0.75)

+ Dspecial now launches Ice Chunk higher while it is already deployed

Normals:
- Fair BKB and KBS reduced (8 + 0.85 -> 7.5 + 0.8)

- Bair KBS decreased (0.95 -> 0.9)

Misc:
* Added a new La Reina themed alt in celebration to celebrate their contest victory
* Added Runes! (Including Celeste mode & Binding of Isaac mode runes)
* Changed A+B icon

//Ice Ball would get some really cheesy kills because of high base knockback, this will hopefully set it back a bit

- Ice Ball BKB value cap decreased (12 -> 10)

//Multiple active chains got a little messy, so this will hopefully fix that and add a couple interesting combos

* While Spiked Ice Chunk is active, any other chains attached between the Arcuin and his target will be inactive until the Spiked Ice Chunk is broken
- There is a 45 frame cooldown after Spiked Ice Chunk's destuction before other chains reactivate

//Uair seemed to be a bit too useful & powerful (from what ive heard), so I took some power from his uair and gave a little to his uspecial

- Uair 3 BKB decreased (8 -> 7)
- Uair 3 KBS decreased (0.8 -> 0.7)
- Uair 3 drift multiplier increased (1 -> 1.05)
- Uair endlag increased (14 -> 15)
- Uair 1, 2, and 3 horizontal and vertical hitbox size slightly reduced

+ Uspecial 1 KBS increased (0.6 -> 0.7)
+ Uspecial 1 angle changed (60 -> 70)

//Bug fixes
* Spiked ice chunk now cancels chain break if you go back inside it's range before snapping as it would if you were attached to Arcuin
* Spiked Ice Chunk's chain break wouldnt always send inwards towards itself, now it does
* Chain break visual effect fixed
