= Voices no longer reset every match (I think)

+ Ftilt finisher kb scaling increased, .8 -> .85
+ Bair bkb increased, 7 -> 8
+ Uspecial's looping window now lasts long enough to not enter pratfall when used grounded

nerfs:
- Nspecial can no longer activate on opponents if they are in these states: Walk, Walk Turn, Dead, Respawn
- Dspecial now has a slight cooldown
- Music can now be muted by all players at the beginning of the round
