Lowered the required ranks for lv2 skills
The ranked by lvl skills are the personality skills (martial or adminstrative skills) and first 3 skills for each tree, as well for background habits and events.

Background skills now unlock their lv2 at rank 3
Martial & Administrative Culture now unlock their lv2 at rank 2
Factions skills are unlock at rank 2 (lv1) and rank 6 (lv2)
