# Planetary research specialization for normal planets and ecumenopolis now increase output of researchers in exchange for a lesser reduction to upkeep.
# Same logic as above applied to forge and factory specs.
# Fortress spec now increases naval capacity added by soldier jobs.
# Military academy and dread encampment also increase naval capacity from soldier jobs. This stacks with the fortress spec.
