Added the "Treasure Hunt" CB that allows pirate and criminal empires to steal the completed Celestial Chart.

Added additional Precursor-style Wars for Vultaum, the Inetian Traders and adAkkarians. The latter, in particular, allows you to go after any empire foolishly seeking to control the Cosmic Storms.
