Big change to in-game setup, but shouldn't affect existing saves. Shifted settings from decisions tab to start-of-game event to reduce clutter and lag (as I doubt anyone changes the settings once the game has started anyways). If you do want to change settings mid-game, just run "event DVEL_events.0" in the console

Removed peacetime reconstruction for natives hordes etc., added modifier to recently cuture-converted provinces that prevents it happening again for 5 years (note they can still have a migration if they have 20 devastation and <5 development), migrated subject modifiers to on_actions.

Probably buggy?

Big update, probably full of bugs but I think I got most of them. Moved the development event to a PTM. Redid the math so its by country then by province instead of just by province.

Redid the code for the development math (not the math itself thank god) to make it faster. Fixed a localization error (I think?). Changed some numbers.
