JANKY MOD ALERT
Apparently the mod wasn't really working: changing the required of civilians to save in the config does nothing.
The mod has been reworked to force disconnect you from regions if you save more than 6 but less than the configured number. It's a bit janky - read the description and the config files for details.
Also changed a bit the numbers - normal retals are now 8/17. Haven Assault first pod is reduced back to 4.
