Major refactor

- Added a new menu with a custom theme
- Added console command gminimap to open the new menu
- Moved landmarks and settings into the new menu
- Added a Context menu button
- Added option to lock minimap rotation
- Added option to offset the minimap's pivot
- Added zoom slider on the Landmarks panel
- Allow dragging the mouse outside of the Landmarks panel
- Cleaned up global functions from the Landmarks panel
- Added button to remove the selected landmark
- Added headers to the landmark editor
- Improved serverside skybox/world size detection
- Removed hardcoded map dimensions, load from data_static/gminimap/ instead
- Added console command gminimap_layers for map creators, to set up layers
- Added "triggers" (Areas of the map that automatically switch terrain layers)
- Removed console commands gminimap_config and gminimap_landmarks
- Removed GMinimap:SetCanSeePlayerBlips
- Added hook: CanSeePlayerBlip
- CanSeePlayerBlip can override the gminimap_player_blips_max_distance convar and GMinimap:SetOnlySameTeamBlips
