General changes and fixes

Changelog
- Added new industrial site southwest of Kadeny, at [4215,3015]
- Added new roads to better link the road network
- Added more refueling locations
- Added more loading texts
- Changed some roads from concrete into dirt where appropiate
- Changed some SimulWeather cloud parameters
- Fixed a few roads that were too bumpy
- Fixed some instances of buildings clipping into the ground
- Removed some unnecessary roads
- Removed a duplicated building
