GMGEL_Anvil_AAS_v1 - (CAF vs GMM)

first pass of 'balancing' to regs vehicles.
TLAV-2M has a reload time of 5.8 seconds between mags.
Each magazine carries 55 rounds of AP
Armor values have been modified.
Shots per second is 6.4

Quickly Fixed boundries for Fools Road Layers.
Other Fixes and changes.
Implemented Commander Assets to the GMM and Regs factions.

First pass for factions setup and balancing for GMGEL_Tallil_Tanks_v2 - this layer is considered playable now.

GMGEL_Tallil_Tanks_v1 is now considered playable, just need to configure the faction setup and the current is a placeholder using vanilla Tallil Tanks V2 faction setups (RGF vs USA)

Minimap for Fools Road has a border to show the rough outline of the gameplay area (invisible wall boarder's are outside the area)
