- desactivate some land and air special project for ai

- fix some error logs

- Remove ai helicopter production

- Remove the +20% max slot in rockettery tech bonus (max slot are optimized in my Kr Free Trade Rework Mod)

- desactivate for ai some useless research from 1.15

- Switch the previous modifier from atomic research to experimental rocket research for a better timeline coordination with atomic reactor

- Add +20% global max state factory when atomic research is done (not elegant but i can't find a way to give the modifier after the nuclear reactor special project)

- Switch here to 1.15 version
