Reverted 3rd player reinforcement changes due to it causes crashes when exiting a battle

Katana dreadnaughts can now be built from Katana Space. Planets without access to ground now longer have ground units spawning in space. All planets now start with a space station. Hapes can now only go up to tech 3. Empire of the Hand can now only go up to tech 4. Every faction now gets access to a probe droid. Ion Cannon now does double damage. Ship market now has a limit of 3 at a time. Added potential fix to 3rd player reinforcements
