  • Enemy Reinforcement time increase was 25% now > 33%.
  • Enemy Sege Holdout Time reduction was 25% now > 50%
  • Siege damage attrition suffered now -25%.

Enemy reinforcement time, and siege hold-out times were not (ever) working.
Being as no one noticed, they were clearly unimpactful. As such I have fixed them, and buffed the skill 'Seasoned Campagner".
Should make siege down a possible strategy or at least knock a chunk of HP off for if ya wait a turn to siege for what ever reason.
Additionally, now also reduces attrition dmg taken when UNDER siege.

Now starts with 1 bound cast of Transformation of Kadon (summon Great Eagle).
Talisman of Gwar adds 1 use of ToK.
Set bonus, adds a 3rd.
Set bonus Torgovann rep increase (20>25)
Now works in appropriate WE office positions (new games only).
