Edited weather tables for my dry sunny days.

Edited all units upkeep cost and recruitment cost in the main units tables

Made units cost more again to align with the core formula of TROM. This mod sort of relies on salary reduction and i might incorporate my salary mod into this mod in the future.

Modified the Cai_Budget_Allocations_Table

Made it so the A.I. will prioritize keeping characters instead of releasing so many.

This change will not work very well unless you use other mods that reduce character salary and make character satisfaction easier.

This change was also meant to be played with mods such as those.

- Upkeep cost originally reduced 20% using formula {x}*0.80

This was too much reduction in my opinion so i went back to the original numbers and used the formula {x}*0.95

The upkeep is now reduced just 5%

This update is being implemented because im trying to mitigate the amount of generals
that sandbox keeps telling me are resigning or the Ai cant afford, etc. Im using a lower
salary mod and characters are still leaving left and right.

This update is my big attempt at making this still realistic so a faction will judge if someone is too expensive or if they
really need to cut a loss in the character upkeep dept. I increased the budget allocation
that factions are willing to fund upfront to recruit a character, keep a character upkeep wise,
and how they weigh their options with budget.

I still recommend using Alex Zhao's salary mod as im using that mod and it will help.

Here is the following edits:

Edited *Main Units Tables including all the different sub tables that the TROM + TUP authors added.

- Recruitment cost reduced 10% using formula {x}*0.90

- Upkeep cost reduced 20% using formula {x}*0.80

Raised Character upkeep allocation percentage by 15%

Raised Character Funds Allocation by 25%

Raised the chances that a faction will keep more characters if their
character budget allocation fails. For a faction with 10 characters, they will most
likely not release anyone. For a faction with 20 characters, they are likely to release 1,
30 would go up potentially to 2 and so on.

I have an idea at what these two fields mean but if anyone can explain them more to me i'd really like to know what they are.

I didnt want to increase them too much since im not entirely sure what they do. I raised them in hopes that it would keep factions from tapping out too fast

and to keep them fighting for survival.
