Added Electrocutter & Electrowelder

Changed Flare Projector Cartridges, and added alien and magnesium cartridges. Basic cartridges now last longer, while mangesium burns brighter - for a shorter time - and alien are a jack-of-all-trades in exchange for their relative rarity.

Fixed crnaklight only accepting normal battery cells, also greatly reduced it's recharge rate since it was faster than a full on recharger.
