Update v23.1

1. Fixed Liberty Air Base AI runway (tested and working properly).
2. Removed rock fields along the shoreline (too many 2D map icons).
3. Fixed GRG numbering for Objective Alpha.
4. Updated Communication Plan billboard.
5. Updated a few .config settings.
