Messed with Garrison IDs after testing I believe this has fixed the issue.

Major Update-
The clothing update:
Most units got an increase in armor, going from being naked to having a small amount.

Fenbeasts and Fenhulks gained Immunity to Contact Effects
Crows gained "eye of the dragon" support ability
Crow and Raven unit size doubled.
