• The Beautiful Bureaucracy was feeling a little bit too strong in early game as discussed in the balance thread, it was clearly a better choice than One Vision in terms of unity output (it still is depending on how many pops you have). Now, you can still unlock this perk early if you find the metropolis dig site that grants you research progress towards Global Production Strategy or you have to wait until Tier 3 technologies show up. Hopefully, that requirement balances things out without the need of nerfing the effects.
  
• Executive Vigor and Imperial Prerogative now interact with the latest update's council effects, Council Agenda Progress Speed and Enacted Council Agenda Effect Duration respectively, this benefits stack and increase for each government perk unlocked.

  • Consciousness Nodes is the Gestalt variant of this perk, it has the same effects.
