Nerfed the Cautery burn damage to make it less abusable to hurt people, still can hurt but much less now. Also added a delay to the melee mode of the cautery for this reason

Rebalanced some stuff and fixed the forceps and cautery to both require an actual injury and have the cautery's empty battery actually affect it.

Completely rebalanced opioids, buffed bandages just a bit and also fixed up some stuff and changed some stuff like forceps degredation. Also added in the cautery, which is great for lacerations and bites but is battery powered and causes minor burns

Rebalanced Forceps to have more risk/reward especially with lower medical skill. Now requires a balance of bandages, forceps, and stutures to successfully remove a bullet wound.
