Update 5/8/23 - Patch to make EVAC spawning less reliant on spawn anchor systems, and to address issues in which mod-added maps may have spawn anchors in locations that invalidate the EVAC Zone's spawning.

Another fix for Edge Case Issues - Infected Civilians should no longer be able to be mind controlled. Mindcontrolling them, healing them of the Plague, and then EVAC'ing them could cause the mission to never resolve when completed, in a similar manner to Fulton Harnessing the Escort Civilians.
