-Fixed the crosshair clashing with projectiles.
Updated the character for the universal block mechanics:
-No unblockable attacks since he has command grabs.
-Elbow Rush +1 on block
-Removed "Actual Block" and changed rushing block to use the new block mechanics.
-Roll has now Iasa at 15 frames instead of 10.
-Divekick and Tipper kick can no longer be cancelled on block.
-Increased "Stomp" Recovery

Removed the 7 frame wait action, which was not supposed to be chooseable.

Fixed Actual and Rushing block having inconsistent recovery time and sometimes never recovering.
Changed Actual Block duration to 20 Frames
Changed Rushing Block duraiton to 18 Frames.
Removed instant cancel from RKO to avoid an infinite with Tornado Hold.

Low roll cant be held anymore
Jump from Rock now destroys the rock (prevents jumping back and forth to stall for free)
