On the subject of effect itself, it's the closest one you get with the vanilla game 'upkeep cost' effect, but when it comes to table making, it's the farthest.

This one's the closest one when it comes to the subject of table making, it changes the effect to upkeep reduction by 20% for naval units (cause a 20% reduction for all land units shall be excessive)
