- Rebalanced everything

- Damage is reduced across the board
- Penetrations are capped at 3 for HC, Rifle
- Otherwise a maximum of 2
- Damage now is reduced significantly after successive penetrations
- After penetrating a character a projectile has a short area to continue impacting; otherwise it will despawn. This prevents accidentally blasting the medic when attacking a boarder.
