Update in order to accommodate new mod structure and features of your new empire, effects per level of authority should line up correctly.

There is one issue: the 4th authority bracket from the left doesnt have the correct color, as far as I know this has no gameplay effect and I also dont have the modding skills to change it since it requires editing .xml files
