The Ixardian precursor chain is no lower able to spawn in a 1-planet system.

The Werediran precursor is not 100% guaranteed to spawn when surveying a valid planet in a system with the werediran precursor flag anymore.

Fixed some localization

The Werediran Signal archeology sites beyond the first one can now spawn on most habitable planets, as well as frozen planets. This should make it much easier to actually complete the event chain.

Amplifying towers no longer cease to exist the moment they have been constructed.

The Werediran homeworld digsite now correctly gives psionic theory if not yet optained.

Now adds the global flag more_precursors_installed when the game starts.
