🔥⚔ New Hot War Encounter - Air Raid

During combat phase, a squad of 3 small aircraft will spawn and announce a raid.

Then up to 4 spawns of 3 fighters each will spawn over 12-18 seconds.

They will all choose random targets, and they all are armed with firebolts.

New Cold War Spawns:

* Bacterial Reproduction Chamber - combat phase planetary installation with prototech loot

* Infection Transport - peace phase cargo ship with prototech loot

This update introduces the Fire Clan Cold War Raid ⚔

When a player has a very high threat score in a 5km radius, there is a potential for a raid to strike when in combat phase.

Approx 20 light fighters will spawn over a 20 second period, which will attack targets at random.

Cold and Hot War Air-to-Air Fighters now have explicit target offset min/max when fighting.

Some players reported fighters lingering in the air out of static weapon distance when attacking, they all now are expected to fight less than 700m away.

Increased player threat score requirement to spawn Cold War ground striking aircraft.

Update to Airburst and Meteor Autopilot to keep them closer to the planet surface, making them more likely to choose ground over air targets.

Added new Cold War prefab/spawngroup, the Fire Airburst, to compliment the Meteor. This also fixes the Meteor's AutoPilot profile which hopefull will reduce its likelihood to dive into the ground.

➕ Two new hot war battleship encounters:
* The Combat Arson
* The War Furnace

These behave the same as the Battle Torch, except the War Furnace is so long that its escorts dont communicate correctly and they despawn. Bugfix someday.

- Planetary Installations will stop spawning on planets without atmosphere (moons)

- Planetary Installations are now sized "medium" and are expected to spawn in more open terrain, less likely to spawn in areas with strong voxel height variation.
