Updated better for 1.13

I also changed some stuff in monarchy paths:

-Orléanist focuses that give base stability now add ideas that give stability which is better; the "Slum Clearing" focus will now give you less minus consumer good; the "Counter Action" focus now takes 35 days instead of 70.

-Légitimist side can now core Spain without needing the Carlist to rise up which is too annoying honestly.

-Third Empire now gets a wargoal on Luxemburg (alongside the UK/Belgium/Netherland) because it's more convenient.

I did add a wargoal for Luxembourg when completing the Natural Borders of France focus but that's about it.

Made some focuses 35 days instead of 70 days because their reward isn't good enough.

35 days to some focuses (Invite Spain/Portugal, Destroy Decadence, Strengthen Unions/Celebrate the Commune). These focuses are not worth 70 days to me, 35 is about right.

Converted some focuses rewards to ideas (Familly/Fatherland, Industrial Collectivization). The first 2 are converted to avoid a small issue where you don't have max stability/war support despite having max base stability/war support. The last one is to have a focus that is better late game and not useless after 1940.

The "The Natural Borders of France" focus now gives cores on Wallonia and Luxemburg but only claims on the other states west of the Rhine. I find it a bit weird that France can get cores on like Vietnam but can't even get claims on the west side of the Rhine.

The Work/Familly/Fatherland focuses are no longer mutually exclusive, I plan to add a delay (like for the US great depression focuses) between each but so far I haven't. I don't think it's op because you have to do a lot of focuses as France so you can't really do them in the early game.

Reduced the "Old school" and the "Young school" naval focus to 35 days as they don't give that much. Same for the "Infantry tanks" and special forces focus.
Made the infantry tanks designer cost 75 instead of 150 as you already have to do a focus to get it.

Fixed an issue where you would get strikes even if you did the Matignon Agreements.

The "Ban the Leagues" focus now gives a national spirit that make fascism and non-aligned support slowly go away, I've done that because you actually can't get rid of non-aligned support like you can with fascism or communism.

The focus "Invest in Syria" now add 24 oil alongside the 2 building slots. I do want France to have access to oil (especially since that's why they wanted this territory in WW1) but I don't know how it should be done yet, so this will have to do for now.

Changed the Matignon agreements to only give the industry debuff for a year (365 days) while the stability is permanent.
I found this focus to be one of the biggest reason the Blum path is inferior to the Laval path and its Laissez-faire focus. The decision to revoke the agreement is still there and it only removes the industry debuff, I don't know if I should keep it so I doubled the price for now.

I've made the decisions to "Reorganize the aviation" cheaper in pp (from 50 to 10 + 0.05 a day for 120 days = 16 pp in total) but I've made them cost 3 civilian factories for 120 days.
50 pp (the original cost) for France is around 250 days before you remove disjointed government, that's way too much and by the time you get spare political power as france, your economy is bigger and therefore 1 military factory is not a lot. Having it cost a fixed amount of civilian factory does make it better late game because you have more factories so it's less of a cost.
