Added the Preference System to mod, & now requires the mod.

- Gas Override cook & burn speed reduced from +300% (quadruple speed) to +200% (triple Speed)
- Microwave cook cycle time increased from 3 to 3.33
- Robot Mop wet tile duration reduced from 30 to 10

- New Appliance buffs: Dumbwaiter, Hosting Stand
- Dumbwaiter cost reduced from 60 to 20
- Hosting Stand cost reduced from 60 to 20
