Have added a scrolling holding view which is incompatible with any mod that modifies gui/window_county_view.gui
I am not committed to this addition due to the difficult nature of CK3 gui so may remove it in future updates if the gui changes are too complex to deal with.

If you want to remove the scrolling view due to conflict with another mod then delete the gui/ folder from the mod folder.

Enforced Duke or higher restriction on consulate and embassy buildings.

Can only construct consulate and embassy in your capital province, and can only have one in your directly held provinces but may have more in your realm if you conquer/inherit titles that also have one.
