Phase I of Torpedo Overhaul - Patrol Ships

All Patrol ships have updated torpedo behavior. Most ships fire more torpedos, and they all use the new prefabs. The behavior of the heavy torpedo (torpedo III) has changed such that it no longer seeks high value targets. This will be reserved for the new special torpedos (Obliterator, Magnetar).

New Torpedo Prefabs:

* Torpedo I
* Torpedo II
* Torpedo III
* Obliterator Torpedo
* Magnetar Torpedo

The first three are for ship-ship or station-ship combat. The last two are for targeting vulnerable targets or targeting bases/capital-ships.

Obliterator and Magnetar Torpedoes are not yet used in any Void behavior profiles. Once theyre added to the mod, the first will result in a cluster-bomb style explosion over a wide area. The second will be like a small yield tactical nuke, with high damage in a huge radius.

These new grids are faster, recover from a miss-shot more quickly, and do more damage. These changes were to prepare for the next type of encounter: "space attack subs" (smaller torpedo warships).

🏗 🔝 Overhaul of Void Clan

Encounters now exhibit the same cold war -> hot war -> boss mode cycle just like Fire and Metal Clan. At this time, Void Clan does not yet have a boss encounter.

The cold war encounters are designed to be less aggressive, with aggressive patrols not spawning at all unless there is high threat score in the area.

Destroying a number of cargo ships, stations, and/or patrol craft will result in war.

When at war with Void Clan, most patrols have escorts, torpedos do more damage and come in groups, and stations and large warships will release squads of fighters.

There are a few minor bugs which will be addressed soon, but encounters are all generally working.

A couple of new ships have been added as well, including fighters, warships, and stations.

Rockets and Missiles will no longer have shields if they are used in a player's MES config.

The Chasmic Oppressor has the same behavior as the Abysmal Interrogator, except it is built more like a heavy cruiser. It can take a severe beating and dishes out plenty of damage. If a player can manage to stop the RivalAI control without destroying the ship's engines, there is a heavy pile of loot stashed in the warship's guts.

Added Strike Station Encounter, second advanced station encounter:

* squad of advanced starfighters that strike the biggest target in 10km range every 10 minutes
* squad of either advanced or simple starfighters that defend the station at 4km range every 5-10 minutes
* 5 rounds of 3x torpedo II at 4k range every 5-6 minutes
* drone squad when taking damage every 5 minutes 3x
* lots of turrets on base
* bigger base to explore
* phat lewt to be had

Added the Abysmal Interrogator encounter, introducing first advanced warship encounters.

* 3 Torpedos at a time at approaching targets
* 3 Heavy Torpedos at a time when taking damage
* 3 advanced starfighters at approaching targets
* taunts the player heavily
* 'eavy armor, mo' dakka, and serk lewt
