T75 Explosives now recharge per 60 seconds up to 2 charges.

Removed the messages displayed for newly-joined players, as it caused more confusions on what the challenge is meant to be than being informative.

Further adjusted the spawning locations of loot dropped at multiple quantities to prevent them from clipping through the ground upon spawning.
