Changed weights of congenital traits and lowered cap of potential CTs each generated character can get.

Removed a couple of duplicate traits from the groups which were a contributing factor to characters getting just two personality traits.
Added some missing traits into the groups.
Added between 0 & 1 leveled traits.
Added between 0 & 1 coping traits.

Testing shows there are very few characters with just 2 personality traits but there is nothing I can do about that as RNGesus throws the occasional tantrum when dealing out traits.

Testing also shows there are quite a few characters out there with favourable congenital traits for those that like to genetically engineer super children. They are mostly around the MENA and Asia area, but again there is nothing I can do about that as those are the areas CK3 sprinkles bastards on day zero, and this mod only creates missing parents, it does not create random characters.
