Fixed issue where Borg faction rep would go up to the point that the borg would seek peace

Decided to make the encounter a 1 time thing, so only 1 Borg cube will spawn. This way the Borg serve more as an end boss and less as a general enemy. You can slowly wear down the Borg and have a more realistic chance of defeating them and freeing your system from their tyranny.
