SERIOUS syntax error made the game crash, fixed

Just a tiny "hotfix" for two bugs I caught:

1. If you had the maximum level of stewardship/learning education, you couldn't get anymore republican knowledge xp. I fixed this. Same was with martial and prowess educations.
2. I don't want to turn republican knowledge to penalise Wealth and Scholarship focuses. Once you get to "Republican Heir" level, these focuses allow you to gain up in the normal Stewardship/Learning tracks, respectively.

Spouses gain "education progress points". Randomly chosen between all educations if you choose Assist Ruler, skill-specific for the other tasks.

Councillors now should gain "education progress points" every 3 months based on their council position. This is *in addition*, so a landed character who also holds a council position will gain education.

MAJOR BUG FIX:
I accidentally ORed when I should've ANDed, such that when you have "republican education" family dynasty, it became the ONLY option, rather then ANOTHER option.

Fixed it.
