* NPCs can teleport to their destination now if they get stuck ( Toggleable )

* NPCs can teleport to the next waypoints if stuck

* Added Stuck Timer, So the navigator waits a while when an NPC is stuck instead of instantly assuming the NPC is stuck because they are not moving.

Bug Fixes

* The stuck timer fixes NPCs jumping too much or too often.
