- Fixed issue with Armor Config

Fixed some Weapon Descriptions

Flak Cannons --- Increase Armor damage from .5x -> 1x. Increase AOE 2x
Medusa --------- Increase base damage from 2500 -> 5000.
Aurora --------- Decrease PCU from 1000 -> 750.
Sunderer ------- Remove damage drop-off (Currently does half damage at 10km).
Echo ----------- Increase Shield damage from 2x to 3.5x when using HE Ammo. Increase Armor damage from -1 -> 3x and Increase Comp damage from 2x -> 3x when using AP Ammo. Increase Muzzle velocity 800/1500 -> 2500.
TL150 ---------- Decrease AOE of EMP rounds, Decrease shield damage from 50 -> 25.
Reaper --------- Increase muzzle velocity from 2150 -> 3000, Decrease reload from 1800 -> 600.
Flare ---------- Increase PCU from 450 -> 500. Make Flares require ammo for use.
Shotgun -------- Decrease projectiles by half, but Increase damage by double.
Chord ---------- Increase Heavy Armor Damage from -1x -> 2x. Increase Light Armor Damage from 1.25x -> 2x. Increase Muzzle Velocity from 1000 -> 1500. Decrease Targetting range from 4km -> 1.5km.
Whirlwind ------ Increase Heavy Armor Damage of fragments from 2x -> 2.5x. (Will affect all strike cannons)

- Increased speed of EMP torps back to 300 from 250

- Torpedoes will no longer do damage if they have travelled less than 1.5KM - 2.0KM from their launchers.
- This includes "Dumb Fired" Torpedoes
- You can tell if your torpedo is "primed" by if the tail is visible or not
- Torpedoes will now be effected by a "Overheating/Cooldown" if a launcher is used too often in succession.
- If all you do is spam Torpedoes, your launcher will eventually need to "cooldown" which will disable it for a short period

- Reduced EMP Effect Radius on Devastators from 25 to 15m
- Reduced EMP Max Debuff Stack from 2 to 1
- Slightly reduced the Speed of EMP Devastator Torpedoes
