Submod updated to 0.11.1 version of Elder Kings 2

Changelog: now all government types can hold almost all types of buildings. Down with restrictions, down with boredom.

- Now, when your character dies, a character change window is provided, as when playing for standard governments
- Professional troops are now transferred as expected, previously they simply disappeared
- More stable working of the submod

- Academy and Holy Order governments can now have council
- Theocracies can now properly knight recruitable courtiers
- The royal court is now available in all forms of government
- You will no longer get a notification about the absence of an heir, unless you play for standard governments
- If you are a religious head, you will no longer constantly receive annoying requests from followers of your faith to give them money for their piety
