Hotfix error happening when the specialTime was not an enabled schedule

Implemented Fog and Snow instead of just Rain. Also added intensity of the selected weather effect.
This change is quite a big overhaul of the logic so a fresh start is strongly recommended. Sorry about that.
If you want, you can risk it by changing the SandboxVars to reflect your previous settings. Check the link in the mod description for an example of the new configuration block.
