Slightly re-arrange Lowee portraits for governor.

Just update number to 3.9.1
Forgot to mention: I have updateD Crystalite trait regardING "Meteo" origin but not properly test it yet.

Pre-3.9 update.
Add / change Neptunia / Symphogear portraits.
- Initial ruler portrait (Assuming bug not fixed)
I re-arranged some portraits ,so initial ruler should have proper pic.
But only admiral class. I don't have time nor patience to check all classes.

I won't touch "extension" until I see actual 3.9 files.

By the way, file shrank to 533 mb.

Further fix Symphogear portraits.

Stop all updates until 3.8.5 (or whatever it might be called) released.

Begin adding more portraits to Neptunia sets. (If I have time)

Updated Alter Elevated Synapses. I wasn't realize in-game counter part was slightly changed after Paragon patch.
(Overtune traits for immortals are quite OP, so I don't play with them much after Paragon.)
Fix some Maria portraits.
Changed one Hibiki portrait.

Add 2 Green Heart portraits to Leanboxie (NOT all Neptunia to limit portrait shuffling)
Modified Basilicom of Galactic Wonder to add Mega-structure capacity by 2. Note: 1 job add 0.5 capacity.
May change number later. Also, remove Living Metal upkeep to keep it simple.

I didn't bother recorded what I did.......
Updated a few Ravel portraits, etc.

Update some Ravel portraits.
"Fix" some Tsubasa portraits from being too transparent.
.....I really need to take a break from stellaris.....*bleh*
